トランプ大統領「25％関税通知」書簡英語全文（原文）

皆さん、こんにちは。

昨日（2025年7月8日）、アメリカのトランプ大統領が遂に日本に対する関税についての書簡を送ったとのニュースがありました。

「トランプ米大統領は7日、貿易相手国に新たな課税措置を通知し始めた。日本と韓国からの輸入品に対しては、8月1日から25％の関税を課す。これまでに14通の書簡を送付。交渉の余地をほのめかすと同時に、報復措置を取れば相応の対応で迎えると警告した。トランプ氏は自身のソーシャルメディアで日韓に宛てた関税に関する書簡を公開。『あなた方が何らかの理由で関税を引き上げる決断をすれば、引き上げの数字がどのようなものであれ、関税はわれわれが課す25％に上乗せされることになる』と言明した。今回発表された関税は、自動車や鉄鋼・アルミニウムなど、以前に発表された分野別関税とは合算されない。つまり、例えば日本の自動車への関税は引き続き25％で、25％の分野別関税に今回の新たな関税が上乗せされて50％になることはない。トランプ氏は4月2日に『相互関税』を公表。大半の国に一律10％の基本税率を課し、さらに国・地域別に税率を上乗せするとしたが、その後、上乗せ分は7月9日まで適用を一時停止するとしていた。」

「Dear Mr. Prime Minister,

It is a great honor for me to send you this letter in that demonstrates the strength and commitment of our Trading Relationship, and the fact that the United States of America has agreed to continue working with Japan, despite having a signigicant Trade Deficit with your great country. Nevertheless, we have decided to move forward with you, but only with more balanced,and fair TRADE. Therefore, we invite you to participate in the extraordinary Economy of United States, the Number One Market in the World by far. We have had years to discuss our Trading Relationship with Japan, and habe concluded that we musut move away from these long term, and very persistent TRADE Deficits engendered by Japan’s Tarrif, and Non Tarrif, Pollicies and Trade Barriers. Our relationship has been, unfortuately , far from Reciprocal.　Starting on August 1.2025, we will charge Japan a Tarrif of only 25% on any and all Japanese products sent into the United States, separate from all Sectoral Tariffs. Goods transshipped to evade a higher Tarrif will be subject to that higher Tariff. Please understand that the 25% number is far less than what is needed to eliminate the Trade Deficit disparity we have with your Country. As you are aware, there will be no Tarrif if Japan , or companies within your Country decide to build or manufacture product within the United States and, in fact, we will do everything possible to get approvals quickly, professionally, and routinely-In other words, in matter of weeks.

If for any reason you decide to raise your Tariffs, then whatever the number you choose to raise them by, will be added onto the 25% that we charge. Please understand that these Tariffs are necessary to correct the many years of Japan’s Tariff and non-Tariff. Policies and Trade Barriers, causing these unsustainable Trade Deficits against the United States. This Deficit is a major threat to our Economy and, indeed, our National Security!

We look forward to working with you as your Trading Partner for many years to come. If you wish to open your heretofore closed Trading Markets to the United States, and eliminate your Tariff, and Non Tariff, Policies and Trade Barriers, we will, perhaps, consider an adjustment to this letter. These Tariffs may be modified, upward or downward, depending on our relationship with your Country. You will never be disappointed with The United States of America.

Thank you for your attention to this matter!」

トランプ大統領の「あなた方が何らかの理由で関税を引き上げる決断をすれば、引き上げの数字がどのようなものであれ、関税はわれわれが課す25％に上乗せされることになる」という表現や公式な書簡にもかかわらずその文末におかれた「！」などは同盟国である日本に対するものとしたら、異様であり失礼で、政治家としての品位に欠けるとして非難したくなる気持ちは十分に理解できます。

その上、このような仰々しい書簡が送られてくる前からも、アメリカの自動車を日本人が買わないのはアメリカの自動車が製品として日本車に劣るものであるからであって、アメリカが良い車を作れば解決する問題だという言葉も日本の識者から聞かれる言葉でもありました。

ですが、私たち日本人はここで一度立ち止まって自分たちの貿易政策・方針についても根本的な再検証をするべきではないでしょうか。

なぜなら、上記のような気持ちは自動車などの工業製品に関しての日本側からの見方が前提にあるからで、例えば農産物、畜産物に関してアメリカ側から見たそれは全く逆の状況があるからです。
